Repeals Article 44-C of the vehicle and traffic law, which established the central business district tolling program in New York City

Eliminates the Metropolitan Transportation Authority's authority to implement and operate the congestion pricing program by repealing related sections of the public authorities law

Removes the tax credit provisions associated with congestion pricing from the tax law (section 606, subsection jjj)

Repeals confidentiality protections for certain congestion pricing-related public records under the public officers law

Takes effect immediately upon passage
