Renames the existing Office of Community Gardens within the Department of Agriculture and Markets to the Office of Urban Agriculture, expanding its scope to include urban farms, farmers markets, and community supported agriculture (CSA) partnerships

Requires the office to maintain a comprehensive list of vacant public land in urban and suburban areas suitable for urban agriculture, and establishes a website with an interactive map showing available municipal and private land for farming

Allows state agencies and municipalities to permit use, lease, or sale of vacant public land for urban agriculture purposes, with community garden use available at nominal or no cost and urban farm leases required to be at least 5 years

Reconstitutes the task force as a 9-member body with appointments by the governor and legislative leaders, required to submit a report within 16 months with recommendations for addressing urban food insecurity

Expands legislative findings to recognize urban agriculture's role in providing culturally relevant food, encouraging ownership among socially disadvantaged farmers historically excluded from the industry, and addressing food insecurity in underserved communities
