Establishes the Operation SNUG program within the Division of Criminal Justice Services to provide grants to local governments and community-based organizations for gun violence prevention, including educational programs, youth justice, gang prevention, social work, and street outreach

Requires the governor to include at least $30 million annually in the executive budget for the program

Allocates $5 million annually for Senate-designated grants and $5 million annually for Assembly-designated grants, with funds distributed through approved plans and majority roll call votes

Mandates at least $20 million annually be distributed to counties statewide according to a specific schedule, with the largest allocations going to Westchester County, Bronx, Kings, and Queens ($1.5 million each) and Erie County ($1.25 million)

Authorizes the commissioner to use at least $5 million annually to increase funding to listed counties or expand the program to additional counties
