Expands New York's hate crime law to include solicitation and facilitation of specified offenses as qualifying crimes that can be prosecuted as hate crimes

Adds "solicitation of" and "facilitation of" to the existing list of criminal conduct (which already includes attempts and conspiracies) that can trigger hate crime enhancement

Applies to all offenses currently listed as "specified offenses" under the hate crime statute, including assault, murder, rape, robbery, arson, burglary, stalking, harassment, terrorism-related crimes, and weapons offenses

Amends section 485.05 of the Penal Law, which defines hate crimes and their applicable penalties

Takes effect immediately upon passage
