Prohibits all executive branch agencies, departments, divisions, commissions, and bureaus from contracting, subcontracting, or hiring third parties during a hiring freeze

Restriction applies specifically to services that would otherwise be performed by employees covered by collective bargaining agreements or analogous contracts

Adds new section 66 to the civil service law titled "Hiring freeze"

Takes effect immediately upon enactment
