Eliminates the 30-month "look-back period" for asset transfers when determining Medicaid eligibility for non-institutionalized individuals seeking community-based long-term care services

Removes the penalty that rendered non-institutionalized applicants ineligible for home care services if they transferred assets for less than fair market value during the look-back period

Maintains the existing 60-month look-back period for institutionalized individuals applying for nursing facility services

Repeals clause (xi) of the social services law that established the look-back requirements for non-institutionalized applicants

Takes effect immediately upon enactment
