Declares a climate emergency exists in New York State, citing approximately 1 degree Celsius of global warming, increased natural disasters, and threats to marginalized communities including people of color, low-income individuals, and indigenous communities

Establishes state policy to restore a safe climate by converting the economy to net zero greenhouse gas emissions as quickly as possible and initiating efforts to draw down existing atmospheric greenhouse gases

Bans all new fossil fuel infrastructure projects, including natural gas plants, coal power plants, compressor stations, and pipelines, prohibiting new permits, licenses, or state funding for such projects

Exempts from the ban: motor vehicles, gas stations, retail facilities, repair/maintenance of existing infrastructure, facilities necessary for public safety (police, fire, rescue), and facilities addressing imminent threats to public health

Defines fossil fuel infrastructure to include bulk storage exceeding 2 million gallons, wholesale distribution terminals, and large-scale extraction/refinement facilities, with the ban applying to all state and local governmental bodies
