Requires the New York Power Authority (the corporation), in consultation with the Department of Environmental Conservation, to form a stakeholder group within six months to evaluate approaches to coordinating water releases in the Oswego river basin

Stakeholder group membership must include entities controlling flood water discharges to or from major water bodies in the basin, community stakeholder groups, DEC, and subject matter experts

Group must review information on utilizing flood storage above lake rule curves and watershed releases during high flow events, including relevant modeling data

Within six months of formation, the group must submit recommendations to the Governor, Senate President, and Assembly Speaker on a regulatory structure for coordinating communication and water releases during high flow events

Recommendations must consider alternatives including continuing/expanding the stakeholder group, a legislative mandate for coordination, or creating an independent water regulating district with authority to direct water releases
