Expands insurance coverage for mammograms to include individuals who have a second degree relative (such as grandparents, aunts, uncles, or grandchildren) with a prior history of breast cancer, in addition to the existing coverage for those with first degree relatives

Requires insurance plans to cover physician-recommended mammograms, including breast tomosynthesis, at any age for covered persons with this expanded family history criteria

Amends multiple sections of the insurance law (sections 3216, 3221, and 4303) to ensure coverage applies across different types of insurance policies

Takes effect 60 days after becoming law and applies to all policies issued, renewed, modified, altered, or amended on or after that date
