Allows local service providers to receive retroactive reimbursement for disability programs and services that were provided before receiving commissioner approval, as long as approval is ultimately granted

Requires reimbursement to be returned to the Office for People with Developmental Disabilities within 60 days if a service is ultimately denied approval after reimbursement has already occurred

Applies to services rendered beginning one year prior to the effective date of the legislation

Amends the mental hygiene law by adding a new section 43.13 to address reimbursement procedures for disability services
