Requires the Office for People with Developmental Disabilities to create and maintain a Community Residence Opportunities Waitlist (CROW) for individuals seeking placement in community residences who need supervised living and are eligible for the home and community-based services waiver

Mandates that CROW placement reports be distributed at least monthly to service providers, containing information about individuals actively seeking housing who have been determined to need certified residential opportunities

Allows service providers with vacancies in supervised living facilities to review the CROW report and accept appropriate individuals following a person-centered planning process, with accepted individuals automatically eligible for Medicaid reimbursement

Establishes a 30-day deadline for the office to act on CROW enrollment applications, with an appeals process including a hearing within 15 days and a decision within 30 days after the hearing

Automatically transfers all individuals currently on any community or certified residential opportunity waitlist to the new CROW system upon the law's effective date of April 1, 2026
