Creates three new crimes for "unlawful procurement of clients, patients or customers" targeting "runners" who solicit clients for attorneys or healthcare providers to file insurance claims or seek government healthcare benefits

Third degree offense (Class A misdemeanor): Knowingly acting as a runner or hiring someone to act as a runner on one or more occasions

Second degree offense (Class E felony): Acting as a runner for benefits exceeding $2,500 or on five or more occasions, or hiring runners under the same circumstances

First degree offense (Class D felony): Acting as a runner for benefits exceeding $5,000 or on ten or more occasions, or hiring runners under the same circumstances

Adds these new felony offenses to the list of predicate crimes for enterprise corruption charges and authorizes wiretap surveillance for investigations of the second and first degree offenses
