Establishes definitions for residential habilitation services billing categories including "retainer days" (medical leave days), "service days" (days when services are provided in community residences), "therapy days" (days away for family visits or vacation), and "vacancy days" (unbillable days due to resident transfers or death)

Requires retainer days to be reimbursed at 100% of the daily rate, capped at 14 days per rate year multiplied by certified capacity

Requires therapy days to be reimbursed at 100% of the daily rate, limited to 96 therapy days per rate year per person

Creates an occupancy adjustment to provider rates beginning July 1, 2024 to account for vacancy days, calculated based on the ratio of billable days to certified capacity, capped at 5%

Takes effect immediately and applies retroactively to April 1, 2026
