Creates new crime of "harassment of an employee by an incarcerated individual" when an incarcerated person intentionally displays or touches intimate parts in view of facility employees, or threatens to cause contact with bodily fluids

Applies to employees of correctional facilities, Board of Parole, Office of Mental Health, probation departments, and police officers

Covers incarcerated individuals in correctional facilities, local jails, hospitals under correction law, and juveniles in Office of Children and Family Services secure facilities

Classifies the offense as a class B misdemeanor

Bars persons convicted of this new harassment offense from participating in work release programs, adding to existing restrictions for those convicted of aggravated harassment, homicide, and sex offenses
