Requires owners and operators of macro cell tower sites in New York to equip them with emergency backup power sources capable of maintaining operations for a minimum of 72 hours during power outages

Backup power sources must use renewable energy systems, fuel cell electric generating equipment, or energy storage systems

Macro cell tower sites with existing backup power sources are exempt until the current system needs replacement, at which point they must comply with the new requirements

Defines "macro cell tower site" as locations with wireless telecommunications equipment providing wide area outdoor service, excluding rooftop installations, small cells, and distributed antenna systems

Takes effect 90 days after becoming law
