Grants the NYC Civilian Complaint Review Board (CCRB) access to sealed records from any New York state or local public agency when needed to fulfill its oversight duties

Restricts access to sealed records to CCRB members and employees directly involved in relevant matters, though records may be shared for prosecution referrals, investigations, or disciplinary proceedings

Requires the CCRB to notify by first-class mail the person whose record was sealed whenever the board receives, shares, transfers, destroys, or returns their sealed record

Mandates that sealed records be destroyed or returned to the originating agency once the CCRB no longer needs them, and that all copies remain clearly marked as sealed and confidential

Requires the CCRB to establish protocols in consultation with the city's chief privacy officer governing the acquisition, use, storage, and disposition of sealed records before obtaining them
