Requires cable television companies and internet service providers to notify consumers of rate increases between 7 and 30 days before implementation

Mandates that notifications be sent separately from billing statements via phone, email, letter, or text message and include the rate increase amount, effective date, and where to find additional information

Requires cable and internet providers to include a mechanism for consumers to cancel their service entirely when notifying them of rate increases

Takes effect 180 days after becoming law
