Mandates that agencies review extension applications and either grant or deny them, with denied extensions subject to appeal

Requires excepted information to be maintained separately from other agency records until the exception expires or entitlement is finally determined

Updates references from "committee on public access to records" to "committee on open government" throughout the relevant statute
