Requires all outdoor lighting fixtures to be shielded (projecting light below horizontal) by January 1, 2028, applying to residential, commercial, industrial, and municipal properties

Prohibits illumination of outdoor recreational facilities between 11 p.m. and 5 a.m., with exceptions for tournaments or events in progress

Allows nonconforming fixtures if they have automatic/manual shutoff between 11 p.m. and sunrise, or are motion-activated with duration under 15 minutes

Exempts airport navigational lighting, emergency lighting, worker safety lights, federal highway signs, construction lighting, tunnel lighting, streetlights without available shielding, and fixtures under 150 watts incandescent or 70 watts other sources

Establishes civil penalties of up to $100 first violation/$250 subsequent for 1-4 family dwellings, and up to $500 first violation/$1,000 subsequent for other properties
