Prohibits the import, export, transport, sale, purchase, trade, or possession of any part or product from six African species: African Elephant, African Leopard, African Lion, Black Rhinoceros, White Rhinoceros, and African Giraffe

Provides exceptions for items possessed in New York before the law's effective date if owners obtain a certificate of possession from the Secretary of State

Allows museums chartered by the Board of Regents or authorized by special legislative charter to possess these items, provided they are never sold or distributed to private parties

Permits transfer of items to legal heirs or trust beneficiaries if the decedent possessed them before the effective date, with beneficiaries required to obtain a certificate of possession within 180 days

Authorizes law enforcement to seize violating items, with convicted offenders facing imprisonment of up to two years and forfeiture of seized property for destruction or donation to scientific/educational institutions
