Establishes that electronic toll records (E-Z Pass) and electronic fare records (MetroCard, commuter railroad passes) are confidential and exempt from public disclosure, civil/criminal discovery, and Freedom of Information Law requests

Allows disclosure of toll and fare records only through search warrants or subpoenas issued by courts when there is reasonable cause to believe the information relates to a misdemeanor or felony offense

Permits account holders to access and copy their own records, and allows public entities to use the information for billing, violation notices, and customer service communications

Authorizes the NYC Board of Education to obtain electronic fare information for specific students holding MTA student discount cards upon written request

Imposes a civil penalty of up to $5,000 for anyone who knowingly releases confidential toll or fare information to unauthorized persons or entities
