Permits health insurers, Article 43 corporations, and HMOs to offer incentive or reward programs supporting wellness, preventive care, population health, care coordination, disease management, mental health and substance use treatment, and cost containment initiatives

Caps the total value of non-wellness incentives at an aggregate average of $600 per insured person per year

Allows wellness and incentive programs to target specific populations based on age, sex, or health status, and to include time-limited offerings such as sweepstakes, raffles, or contests

Authorizes group accident and health insurers to adjust premiums based on a range of commission options filed with the superintendent, without such adjustments being considered impermissible inducements or rebates

Requires that for policies subject to guaranteed issuance requirements, the full range of filed commission options must be made available to all similarly situated groups seeking coverage
