Amends the definition of "wiretapping" in Penal Law §250.00 to require the recording party to expressly state to all other parties present that they are conducting the recording

Replaces the current standard, which only requires consent of either the sender or receiver of a telephonic or telegraphic communication

Effectively shifts New York from a one-party consent state to requiring explicit disclosure to all parties before recording conversations

Maintains existing exemptions for normal telephone/telegraph corporation operations and protection of their rights or property

Takes effect 30 days after becoming law
