Lowers the minimum age for obtaining a muzzle-loading hunting privilege from 14 years old to 12 years old in New York State

Allows 12 and 13 year olds to hunt wild deer and bear with a muzzle-loading firearm during special muzzle-loading seasons, which was previously restricted to those 14 and older

Permits 12 and 13 year old licensees to hunt big game and use crossbows, removing previous prohibitions that limited these activities to hunters 14 and older

Requires hunters aged 12-15 hunting deer or bear with a crossbow or gun to be accompanied by a parent, legal guardian, or designated youth mentor (21+ years old) with at least 3 years of big game hunting experience

Mandates that both the young hunter and their accompanying adult remain at ground level, maintain physical control proximity, and wear fluorescent orange or pink visibility gear while hunting
