Directs the New York State Energy Research and Development Authority to study options for phasing out, replacing, and redeveloping at least 4 gigawatts of the state's oldest and most-polluting fossil fuel generation facilities by 2030 with renewable energy systems and storage

Requires the study to be delivered to the governor and legislature within 180 days, with at least 60 days for public comment and two public hearings, including one in a disadvantaged community

Mandates the Public Service Commission to issue an implementation order by July 30, 2026, directing NYSERDA to conduct a competitive award process for facility replacement while maintaining grid reliability

Requires all projects under this act to be considered public work subject to prevailing wage laws and project labor agreements, with apprenticeship requirements and domestic content preferences for components

Directs the Commissioner of Labor to develop a comprehensive plan to transition, train, or retrain workers displaced by fossil fuel facility closures, including a program to connect affected workers with new job opportunities
