Mandates that health insurance policies providing inpatient hospital care coverage must also include benefits for child and family treatment and support services

Requires coverage for children's home and community based services under policies that cover inpatient hospital care

Amends three sections of the insurance law (sections 3216, 3221, and 4303) to apply the requirements to individual policies, group policies, and health maintenance organization contracts

Takes effect January 1, 2026, applying to policies issued, renewed, amended, modified, or altered on or after that date

Includes contingency provisions linking implementation timing to prior 2023 legislation regarding mental health service coverage requirements
