Creates a 9-member farm-to-school task force to study how to provide fresh foods in all school districts while supporting New York local agriculture and increasing market opportunities for farmers from under-represented communities, including Black, Indigenous, and people of color farmers

Task force appointments divided among: 2 by the governor, 2 by the assembly speaker, 2 by the senate temporary president, 1 by each minority leader, and the agriculture commissioner (or designee) serving as chairperson

Members must be appointed within 120 days of the law's effective date, with the task force required to report findings and recommendations to the governor, legislature, and education commissioner within one year of all appointments

Directs the Commissioner of Education to develop a program based on the task force's findings requiring all school districts to provide fresh foods supporting New York agriculture while expanding market access for under-represented farmers

Takes effect on January 1 following enactment
