Establishes a tuition assistance grant program for direct support professionals working with individuals with developmental disabilities, covering up to 50% of tuition costs at state-operated community colleges

Creates a "Direct Service Professional Credit Program" offering college certificate programs that combine theory and practice for workers employed by agencies funded by the Office for People with Developmental Disabilities (OPDD)

Establishes a "Career Ladder Program" leading to an associate's degree in health/human services or related certificates in community residence management or developmental disabilities

Requires OPDD-certified employers to reimburse community colleges for half the cost of employee training or tuition upon successful program completion

Part-time enrollment qualifies at a minimum of six hours per semester or four hours per quarter, with the program taking effect for academic periods beginning on or after January 1, 2027
