Prohibits law enforcement agencies from contracting with any public or private entity for DNA phenotyping services, which predicts physical characteristics like eye color, hair color, skin color, and face shape from DNA analysis

Bans the use of DNA phenotyping results as reasonable cause for arrest and makes such evidence inadmissible in criminal prosecutions and proceedings

Allows convictions obtained directly or indirectly through DNA phenotyping to be eligible for relief under section 440.10 of the criminal procedure law

Authorizes courts to issue injunctions to prevent violations, including ordering destruction of DNA phenotyping products and mandating changes to police department policies

Requires any physical biometric information already obtained through DNA phenotyping and held by law enforcement to be immediately destroyed upon the law taking effect 30 days after passage
