Requires notaries public and commissioners of deeds to create and file a "notarial record" for any document transferring ownership of residential real property (1-4 dwelling units), including the grantor's and grantee's signatures, addresses, identification used, and property details

Notarial records must be filed with the county clerk or register within 14 days of creation and retained for 10 years; notaries may charge an additional $25 fee for this service

Exempts certain transfers from the notarial record requirement, including court-ordered transfers, divorce-related transfers, probate transfers, transfers to trusts where the grantor is a beneficiary, and deeds changing tenancy type

Elevates forgery involving residential real property documents (deeds, mortgages, contracts of sale) from a class D felony to a class C felony (forgery in the first degree)

Creates two new felony offenses for offering false instruments for filing related to residential real property: a class E felony for general false filings and a class D felony when intent to defraud the state or its political subdivisions is present
