Authorizes the governor to suspend or delay elections in municipalities upon declaring a state of emergency or when a federal disaster declaration is issued

Allows any qualified voter whose polling location is within an emergency-declared area to vote by absentee ballot if the declaration occurs within 14 days of an election

Permits voters in emergency-declared counties to cast affidavit ballots without affirming registration in their specific election district, as long as they are registered somewhere in that county

Requires county boards of elections to transmit emergency absentee ballots to the voter's registered board of elections for canvassing with other affidavit and absentee ballots

Takes effect 180 days after becoming law, with immediate authorization for rulemaking to implement the provisions
