Every town, village, and city in New York must adopt a "housing action plan for everyone" to increase available housing, with mandatory updates at least every five years

Plans must consider infrastructure needs, available land for construction, opportunities to redevelop underutilized buildings, local income levels, housing costs, and at-risk areas

Plans may include strategies such as legalizing accessory dwelling units, authorizing transit-oriented development zones, reducing parking requirements, streamlining permit processes, and allowing as-of-right and mixed-use development

New housing must address five income tiers based on area median income (AMI): at or below 30%, 31-50%, 51-60%, 61-80%, and 81-100% of AMI

Municipalities must complete their plans within 12 months of the act's effective date, post them on their websites, file with the Division of Housing and Community Renewal, and hold at least one public hearing within 30 days of completion
