Imposes fines of up to $500 per day for contractors who fail to submit required compliance documentation, with additional fines of $250-$500 per percentage point below recycling targets depending on project size

Authorizes cities to withhold certificates of occupancy and deny new building or demolition permits to contractors who fail to comply or submit documentation until requirements are met
