Requires every New York state agency to establish a telework policy and program allowing employees to perform duties remotely to the maximum extent possible without diminished performance

Mandates each state agency designate a "telework coordinator" responsible for overseeing implementation of teleworking programs

Defines "state agency" broadly to include all state departments, boards, bureaus, divisions, commissions, public authorities, public benefit corporations, and other governmental entities

Requires any telework policy for employees covered by collective bargaining agreements to be mutually agreed upon between the agency and the certified employee organization

Takes effect 90 days after becoming law
