Authorizes the Town of Union Vale in Dutchess County to discontinue parkland status and lease approximately 0.120 acres (5,250 square feet) to Homeland Towers, LLC for up to 30 years for a wireless communication tower

Permits the town to convey a 12-foot-wide by 470-foot easement (approximately 0.129 acres) for an access road and utilities to service the tower, with the requirement that the road remain publicly accessible for park use

Requires all lease proceeds to be used for capital improvements to existing parks or acquisition of new park and recreational facilities, with the town dedicating funds equal to or greater than the fair market value of the easement

Includes a reversionary clause requiring the lease to terminate and land to revert to park use if the wireless tower operation ceases, with mandatory removal of the tower and access road and restoration of the property

Prohibits alienation until the town complies with any federal requirements if the parkland received federal funding, including obtaining approval from the Secretary of the Interior for equivalent land substitution
