Creates a new class E felony offense of "staging a construction site accident" under Penal Law section 176.85

Criminalizes intentionally entering a construction site and staging an accident with intent to file a fraudulent insurance claim

Also applies to individuals who direct, hire, request, encourage, orchestrate, or invite another person to stage such accidents

Takes effect 180 days after becoming law
