Prohibits insurance companies from requiring preauthorization for outpatient diagnosis and treatment of substance use disorder, including detoxification and rehabilitation services

Applies to all policies providing medical, major medical, or similar comprehensive-type coverage

Amends three sections of the insurance law (sections 3216, 3221, and 4303) to ensure consistent application across different types of insurance policies and contracts

Maintains existing requirement that financial requirements and treatment limitations for substance use disorder benefits cannot be more restrictive than those applied to medical and surgical benefits

Takes effect immediately and applies to policies and contracts issued, renewed, modified, altered, or amended on or after the effective date
