Eliminates the death penalty and life without parole as sentencing options in New York by repealing relevant provisions across the penal law, correction law, criminal procedure law, county law, executive law, and judiciary law

Modifies murder in the first degree sentencing to require a minimum term of 20-25 years rather than life without parole, and converts mandatory life without parole sentences for murder in the second degree and aggravated murder to life imprisonment with parole eligibility

Removes all procedural provisions related to death penalty cases, including special jury selection rules, capital case sentencing proceedings, direct appeals to the Court of Appeals in death penalty cases, and execution procedures

Updates guilty plea provisions to allow defendants charged with first-degree murder to plead guilty with court and prosecutor consent when the agreed sentence is a standard Class A-I felony term, removing references to life without parole

Takes effect 120 days after becoming law
