Mandates hospitals to obtain previous hospital records for patients with repeat self-harm incidents to avoid repeating failed treatments, and to increase minimum inpatient stays based on the number of prior incidents (amount to be set by Commissioner of Health)

Requires hospitals to notify family/caretakers at least 48 hours before discharge, conduct a meeting with the patient about recovery and mental health management, and perform a post-discharge follow-up

Grants priority access to assisted outpatient services (case management, medication, therapy, substance abuse treatment, vocational training) for patients referred by hospitals following self-harm admissions

Requires clinical trial operators who dismiss individuals due to suicide attempts or suicidal ideation to provide the suicide crisis line (1-800-273-8255), local outpatient services information, and an encouraging message about seeking help
