Creates a new category of "qualifying small dental employer" eligible for standardized health insurance contracts, defined as employers with no more than 50 employees, at least one licensed general dentist providing at least 10 dental office visits per month to Medicaid patients, and at least two licensed dental hygienists

Requires each dentist at a qualifying small dental employer location to meet the threshold of 10 monthly dental visits to patients receiving medical assistance coverage under Medicaid

Allows the superintendent to give enrollment preference to qualifying small dental employers who serve more than the threshold number of Medicaid patients

Extends existing small employer health insurance program provisions to qualifying small dental employers, including certification requirements, year-round application acceptance, and dependent coverage options

Takes effect one year after becoming law and automatically repeals 5 years after the effective date
