Mandates that insurers writing private passenger or commercial motor vehicle insurance in New York provide the commissioner access to policy information including cancellations, terminations, non-renewals, issuances, and lapse dates

Requires the online system to maintain insurance status information accurate to within seven days and respond to verification requests within timeframes determined by the commissioner

Directs the commissioner to work with state police and local law enforcement to make the verification system accessible to on-duty officers for verifying insurance coverage during traffic stops

Includes a mandatory testing and pilot period of at least one year before full implementation, with an effective date of December 31, 2028
