Establishes a dentist loan repayment program with up to $1.2 million annually from April 1, 2025 through March 31, 2028, for dentists who agree to practice for at least three years in underserved areas

Creates a dentist practice support program with up to $3 million annually for the same three-year period to help dentists establish or join practices in underserved communities

Allocates funding regionally with one-third going to New York City and two-thirds to the rest of the state, with at least 50% of funds in each program distributed through general hospitals

Provides awards of up to $50,000 per year for three years for dentists practicing in underserved areas, or up to $70,000 per year for those in private practice in underserved areas

Requires repayment if the three-year service commitment is not fulfilled, calculated according to a federal formula, though the commissioner may waive or modify obligations in cases of compelling need or hardship
