Creates a new basis for first degree harassment when an actor engages in a pattern of harassment targeting multiple individuals

Clarifies that aggravated harassment in the second degree applies to repeat first degree harassment offenders within ten years, even if victims differ between offenses

Updates gendered language in the statute from "he or she" to "the actor"

Takes effect on the first of November following enactment
