Defines "cleaning products" broadly to include dishwashing liquids, laundry detergents, disinfectants, soaps, hand sanitizers, body washes, shampoos, and conditioners

Establishes civil penalties of up to $1,000 per day for first violations and up to $2,500 per day for second violations, with potential court injunctions to stop ongoing violations

Takes effect 18 months after becoming law, with regulatory rulemaking authorized to begin immediately upon passage
