Creates new crime of criminal sale of a controlled substance on the grounds of drug or alcohol treatment centers, Alcoholics Anonymous meetings, or Narcotics Anonymous meetings

Defines "grounds" to include the facility itself plus any public area within 1,000 feet of the property boundary, including sidewalks, streets, parking lots, parks, and parked vehicles

Applies to sales that would otherwise violate existing controlled substance laws under Penal Law sections 220.34 and 220.39

Establishes a rebuttable presumption that a person knew they were on protected grounds if notice was conspicuously posted on or near the location

Classifies the offense as a class E felony, effective the first of November following enactment
