Adds possession of fentanyl, carfentanyl, or their analogs to the list of offenses constituting criminal possession of a controlled substance in the fifth degree under New York Penal Law section 220.06

Sets the threshold at 500 milligrams or more aggregate weight of preparations, compounds, mixtures, or substances containing fentanyl or carfentanyl

Criminal possession of a controlled substance in the fifth degree is a class D felony in New York

Takes effect on the first of November following enactment
