Allows foreign not-for-profit corporations engaged in conservation engineering to obtain a certificate of authority to do business in New York State

Conservation efforts covered include tidal wetland restoration, freshwater wetland restoration, habitat restoration, groundwater recharge, and natural infrastructure projects

Requires that all engineering work conducted by these nonprofits be performed by a licensed professional engineer under New York law

Adds not-for-profit corporations to the list of entities eligible to receive a certificate of authorization from the Department of Education to provide professional engineering, land surveying, or professional geology services

Certificates of authorization are valid for three years and subject to oversight and discipline by the Board of Regents
