Allows restaurants licensed to sell wine to sell sealed bottles of private label wine for off-premises consumption when customers purchase a substantial food item

Exempts private label wines from the requirement that manufacturers or wholesalers list items in pricing schedules filed with the state

Updates existing alcoholic beverage control law language to use the new standardized "private label" definition
