Establishes a statewide grant program called the "First Responder Peer Support Program" to fund peer-to-peer mental health programs for first responders, subject to appropriation

Covers a broad range of first responders including firefighters, police officers, probation/parole officers, 9-1-1 and 9-8-8 operators, emergency dispatchers, EMS personnel, coroners, medical examiners, court officers, and forest rangers

Requires training for peer support volunteers on trauma effects, suicide prevention, mental health literacy, addiction and recovery, and resilience, with standards developed in consultation with law enforcement and firefighter associations

Protects confidentiality of first responders seeking support by prohibiting grant recipients from maintaining identifying records or reporting personal information to employers, except in cases of imminent danger, child abuse, or harm to vulnerable adults

Mandates annual reports to the governor and legislature beginning November 1, 2026, summarizing program data and recommendations without personally identifiable information
