Establishes minimum standards of care for breeders including housing requirements, sanitation, adequate ventilation and temperature control, proper feeding and watering schedules, humane handling, and veterinary care with required inoculations

Mandates breeders maintain records for two years on each animal including source, description, veterinary treatments, and buyer information, and prohibits sale of cats or dogs younger than eight weeks old

Requires independent veterinarian inspections at minimum six-month intervals at the breeder's expense to certify compliance, with violations subject to civil penalties of $50 to $1,000 per offense and potential license revocation

Preempts local laws regulating breeders, exempts not-for-profit organizations and humane societies, and prohibits pet dealers from selling animals obtained from unlicensed breeders, effective April 1, 2027
